WEST COAST PORTS NEGOTIATORS REACH SETTLEMENT

A labor agreement ending months of disruption at West Coast ports was reached last Friday night, raising hopes that ports clogged with cargo will soon be operating normally.

The tentative agreement, which must be ratified by dockworkers, was reached between the International Longshore and Warehouse Union and the Pacific Maritime Association in the fourth day of negotiations presided over by Labor Secretary Tom Perez, who flew to San Francisco Monday at the request of President Obama.

INDUSTRY GROUPS URGE RESOLUTION AS WEST COAST PORT GRIDLOCK NEARS

(NMFTA Headline Newsletter). Last Friday, approximately 175 industry groups called on the Pacific Maritime Association (PMA) and the International Longshore and Warehouse Union (ILWU) to resolve their differences and resume normal port operations.

Industry groups, including the American Trucking Associations, the Juvenile Products Manufacturers Association and the Institute of Makers of Explosives, implored the two sides to develop a new contract as the ongoing negotiations and congestion is adversely impacting business.

"The stakes are extremely high and the uncertainty at the West Coast ports is causing great reputational and economic harm to our nation," the letter said. "Policymakers in Washington, DC cannot solve the myriad of issues surrounding these talks, but the competitive marketplace will respond if you continue on this current path."

The contract between ILWU dockworkers and PMA waterfront employees expired on July 1. After seven months of increasingly bitter negotiations, a federal mediator was formally requested in early January.

Despite the presence of a federal mediator, last week, PMA released a statement indicating that operations at West Coast ports are “approaching complete gridlock.”  PMA accused the ILWU of intentionally causing work slowdowns while continuing to receive full wages and benefits. “Unfortunately, it appears the Union’s motivation is to continue slowdowns in an attempt to gain leverage in the bargaining,” said PMA spokesperson Steve Getzug. “The ILWU slowdowns and the resulting operational environment are no longer sustainable.”

How are Less Than Truckload (LTL) rates determined?
First, the main drivers that determine a product's NMFC # and commodity class are the commodities characteristics: density, weight, packaging, shipment liability (value and claims history), and ease of handling. Then, rates are influenced by the distance between origin and destination (mileage), and the demands of cargo flowing between any two markets. Sound simple? For more detailed information on this topic, please call your MyLogisticsDept representative at 877.653.6420.
